Further even not that since Govts could /did not (which is again a reality, simply could not due to compulsions / limitations, not political always, though) do things should be left the way they are but responsibly citizens should form groups & try to invite /involve & do to the possible extents with available + sought efforts & resources. with all others around. Slowly the communities shall do more or simply everything . Exception/s will always remain; all just not even leaving any leeway only for the Govts or others to act. Govts control everything including good & otherwise freedoms, whereas exactly in the very opposite ways everything including good & otherwise freedoms control the Govts!
